I think it is where stamps were placed. It has beautiful hand painted flowers on top of the rounded movable lid. Open/Close. It is made of copper while the base has a iron weight inside. There is a small removable circular dish which is inside the bowled lid with expected wear for its age on its base. As in the pictures paint is missing in spots. It is really unique and definitely would add extra detail to a collection of toleware or Victorian pieces. If it is Victorian. Federal? or? The glass doesn't look hand blown, looks to be original.
