I believe it was used to measure fabric, not my area of knowledge, so please make your own call. Face of dial is dated 1915. Machine does show some soiling and wear, and a lot of paint loss. There appears to be a crack in the face of the dial, from appox. below 10 diagonally down to about above the 6. Machine appears to work partially. The outside lever when pushed pulls the one dial back, and the start button pops the dial back out. I can then pull some paper through them and the front dials do spin. When your done pulling, , you push he outside lever to release the dial and put a cut in the fabric. The botton on the bottom will reset the dial. There appears to be a key hole, I do not have a key. Overall a soild machine that is not seen too often. Please see photos and email any questions. Buyer pays shipping. Insurance is extra at cost if wanted.
