Marked on back "830 H. Opheim". I was emailed that this is made by Henrik Opheim, Norwegian silversmith, born 1853-1936. He was active in 1899 in the Bergen area.  The handle has a fantasy design and the bowl is a large seashell / shell. 9 3/4" long, 3 1/2" diameter of the bowl.
