Not signed. Marked in brass hardware on base top on each arm of the shade holder - FRANCE (marked on all 3 arms) .   height: 23.5" and shade is 10.75" wide  the base  at the bottom is 7" wide in diameter.   Condition:The glass shade and base are both in excellent condition free of chips hairlines or cracks.  Some minor scratching scuffs seen to surface in the area where hardware attaches on base. There is a tiny bubble inside glass at the top of the shade - see photos. The lamp has been rewired at some point,  to US system - and this is how it came. The lamp comes with cord  that has a switch - ON and OFF in fully working condition. The the bottom lights up also.   The lamp takes two small base chandelier size  bulbs (not incl).
