Every thing is tight, and it has very little wear. The mechanism all works very well. The combination can only be changed when it is in the open position. There is a number hidden on the shackle - 1318.   The cover reads "CLARKE  COMBINATION  LOCK  CO. - BALTIMORE, MD".  Pat'd. Feb. 4, 1873 - June 15, 1875. -- Reissued Feb. 29, 1876. -- MFR'S. The lock is all brass and measures 4 inches high by 2 5/16 inches wide. There is a small hole drilled thru the top of cover and the cover latch (probably for a government seal).
