Art nouveau style crests on the base.  MEASUREMENT: 30" tall an d12" in diameter with a removable metal liner.  CONDITION: I do not see any missing pieces, chips etc. there appears to be one small piece of gesso around the curved, beaded rim, that has been repaired. .
